A good judge (and a good Christian) should both make righteous judgments not based on appearances, but on the facts. Contrariwise, to be a judge of "evil thoughts" is to pretend to be God who can read the very intents of the heart. What evil would cause a professing Christian to be so insensible as to frown so deeply on those who are rich in faith and heirs of the kingdom which He hath promised to them who love him?
